In order to ensure the PDF is able to be generated with a single button click, there aren't many customization options available. This is currently limited to font size, cover page, and what appears in the header/footer. More information on the options for a PDF is available here.
In regards to ensuring accessibility within the PDF - our Catalog customers mostly use PDFs for compliance and historical purposes, and don’t typically publish them to campus for distribution. We have recently worked on improving the accessibility of the web app, and the PDF benefited from that work with improvements to how CM data is structured.
Dynamic CM data and rich-text catalog content items make automated tagging a challenge for the library we’re currently using, so for now, we recommend using the auto-tagging feature of Adobe Acrobat Pro. While there may still be a few gaps, you can take some steps to help ensure the PDF is as compliant as possible. Ensuring that images contain alt-text, bullets and numbered lists are entered by using the tools within the WYSIWYG editor, and using the heading paragraph options will help to organize the content.
For the table of contents, the PDF will automatically mark any item that is styled as a Header element on the page as an element within the table of contents. If there are items within your content set this way, they'll be picked up in the automatically generated document.
